The FIELDSET and LEGEND elements are new to HTML 4. Field sets create boxes around grouped controls, just as panels do in standard programming, and legends are labels that refer to the overall field set. Both elements require start and end tags.

Syntax:

<FIELDSET [core] [international] [events]> </FIELDSET>
<LEGEND [accesskey=keycombo] [core] [international] [events]> Legend text </LEGEND>
