The Outer Glow effect produces a look that is similar to neon, with a soft light emanating from under the object and extending around it. The options of Outer Glow effect include Mode, Opacity, Blur and Intensity. Each operates like the options in the Drop Shadow dialog box.

To apply Outer Glow effect, Select Layer 1.

Right click on Layer 1.

Select Effects.

Deselect Apply option, to deselect Drop Shadow effect.

Select Outer Glow instead of Drop Shadow.

Click on Apply option.

Click on OK.
