Click the Paint Bucket in the blank area, the green color is added to the Swatches palette.

Select the Smudge Tool, located under the Blur Tool in the Hidden Tools Palette. To select a Hidden tool, you position the pointer on the Visible tool and drag to highlight the tool you want.

In the Brushes palette, select a smaller soft brush from the second row.

Drag the tool in the clouds to create swirls.
